Safe Octium release flow

Upload the official source archive to the protected component input directory.
Run the publish command; it patches only a generated copy with the local trust root.
The command verifies SPKI replacement, hashes and archive contents.
Activate the release; clients receive the new manifest checksum on their next component check.
